Engineering Cost Management

Engineering Cost Management

Mcor provides a specialist cost management service for engineering projects, particularly in the delivery of heavy civil engineering works, to both public and private sector clients.

The practice has been involved in a wide range of large-scale infrastructure developments including roads, bridges, tunnels, landfills, remediation and reclamation works, sea walls, embankments, quay walls, liner berths, rail lines, site development works, watermains, reservoirs, water and wastewater treatment plants, major gas pipelines and general underground utilities.

The Mcor team has direct experience working under various engineering forms of contract and their associated technical documentation suites, including IEI, NRA, FIDIC and in particular, the GCCC Public Works Contracts governed by Ireland’s Capital Works Management Framework (CWMF). In addition to chartered surveying qualifications such as SCSI and RICS, our team also holds civil engineering-specific accreditations, including the Association of Cost Engineers (ACostE) and the Chartered Institution of Civil Engineering Surveyors (CInstCES).

The key to achieving cost certainty and value for money on civil engineering projects lies in the early identification, costing and appropriate transfer of risk at the right stage of the project lifecycle. At Mcor, we understand that method and product are intrinsically linked in civil engineering design, development and construction. This understanding enables our team to identify from the outset, the unique and often complex risks inherent in civil engineering works and to assess their potential impact on both cost and programme. This ensures effective management from inception, through tender and post-contract cost control resulting in final account agreement and reporting.

On heavy civil engineering projects, apart from the normal cost engineering management services, there is a specific requirement for dedicated risk analysis and value engineering services, and these can be provided along with the following:

  • Project controls
  • Scheduling
  • Budget estimating
  • Life cycle costing
  • Procurement advice
  • Contractor selection
  • Contract documentation and procedures
  • Tender documents, including CESMM4, RMM & NRA BOQs
  • Tender analysis and tender reporting
  • Post tender cost control
  • Change management
  • Claims analysis
  • Document controls
  • Cost reporting
  • Final account agreement and reporting
